RERA — Real Estate Regulatory Agency

The regulatory arm of Dubai Land Department. Licences brokers, audits developers, manages escrow oversight, and operates the rental dispute centre.

The Real Estate Regulatory Agency (RERA) was established in 2007 under DLD by Decree No. 16 of 2007. It is the primary regulator of Dubai's real estate sector. RERA's mandate covers broker licensing (the BRN system), developer registration and audits, project escrow account oversight, property management standards, and rental dispute resolution.

Every developer launching a Dubai project must first register the project with RERA and open a project escrow account at a designated escrow bank. RERA audits the escrow drawdown schedule against construction progress, which is the structural protection investors have in off-plan purchases.

For brokers: every legal Dubai real-estate professional must hold a RERA BRN (Broker Registration Number) renewed annually. Verifying a broker's RERA BRN before engagement is the standard due-diligence step. Raj Tomar is RERA-registered as of 2025.
